Jeff Rule Jr.

Jeff Rule, Jr. grew up around paving equipment and commercial asphalt solutions, starting from his days working for the family business at JR’s Welding in Norwalk, Ohio. The family business produced aftermarket wear parts and cutter drums for all the major paving equipment OEM’s. After Astec Industries, or Roadtec at the time, acquired the family company in 2008, Jeff was able to work his way up into a production manager role within Roadtec. In this capacity, he oversaw the Shuttle Buggy, Paver, and Milling machine lines, and even managed the entire plant for the night shift.

Later, Jeff transitioned to a position in Sales, acting as a Product Support and Sales Representative for the entire Midwest region. Within a couple years, Jeff was able to expand his territory by a staggering 80%. As a result, he was promoted to National Rebuild Sales Manager, a role that allowed him to provide continued customer service and support at a higher level.

As that chapter came to a close in March 2020, a new one began in June of 2020 with the establishment of Asphalt Solutions of America, LLC. Jeff founded this company with the goal of reinstating the direct and personalized customer service and support he had learned from his early years at Roadtec.

On the rare occasions when Jeff has free time away from the shop or his phone, he spends it with his family, friends, and his two dogs. He is also an active member of the Elks Club, where he volunteers his time to give back to the community.

Jeff Rule Sr.

Jeff Rule Sr. has worked in the highway construction equipment industry providing commercial asphalt solutions for the majority of his career. He currently serves as the Sales Engineer for Asphalt Solutions of America (ASA), working directly with vendors and customers. Utilizing his experience with Autodesk Inventor, he provides vendors with detailed models and drawings for the production of ASA’s wear items used in the mobile asphalt equipment industry. In addition, he travels the southeastern U.S. to promote ASA’s parts and services to customers.

Between June 2019 and December 2022, Jeff provided engineering design consulting services to a Belgium-based company and assisted in developing milling drums for their newly designed cold planers. He also assisted ASA during this time by creating drawings and models for needed wear parts.

From 2008 until 2019, Jeff was the cutter drum manager at Roadtec in Chatanooga, Tennessee. He worked with Roadtec engineers to create a better cuter drum for production cold planers. Once designs were created, he helped the service department understand the cuter drum patterns and assisted the sales department with promoting his newly designed product for use in milling machines. 

Prior to his position at Roadtec, Jeff founded a successful welding and machine shop in Norwalk, Ohio which he operated for 10 years. His company provided fabricated products and services to the heavy highway construction industry nationwide. Manufacturing cold planer drums was his company’s specialty, and their work was respected throughout the country. 

Prior to starting his own business, Jeff worked in a local welding shop for nearly 16 years. In 2008, Roadtec acquired part of the business and brought his expertise to Chatanooga. Jeff Richmond, president of Roadtec said, “We are extremely pleased to announce the addition of JR’s welding product offering to the Roadtec customer base. As an addition to our existing Roadtec equipment rebuild program, this will allow Roadtec to further our efforts in competitive rebuilds of milling drums.”

Jeff is a patent holder for a newly designed quick-change tool used in the asphalt milling industry. These tools will be available exclusively through Asphalt Solutions of America.

Brad Hicks

Brad Hicks, Director of Sales at Asphalt Solutions of America, brings over thirty years of sales experience to the table with the last several years dedicated to the asphalt equipment parts industry. Having worked for both major manufacturers and dealers, he understands the need for accurate and timely solutions to keep his customers’ operations up and running. Through cultivating client relationships built on trust and honesty, he has a proven track record of success in helping businesses of all sizes.

Raised in southwest Missouri, Brad established a strong work ethic by assisting on his father’s apple orchard. He later attended Missouri Southern State University where he studied Business. Beyond his professional endeavors, he enjoys spending time with his family and outdoor activities such as hunting, fishing and golf.
